Supporting the Establishment of Very Small and Small Businesses in Island Areas of the 2021-2027 "I Do Green Business" Grant Program

Purpose

The call is addressed to new and under-establishment small and very small enterprises that operate or will operate on islands with a population of up to 3,100 inhabitants (2021 census).

It aims at the establishment of enterprises and the enhancement of the competitiveness of new very small and small enterprises on small islands with a population of up to 3,100 inhabitants.

Through this action, the goal is to address the challenges of globalization and the post-lignite era, in order to secure existing jobs and create new ones.

Funding Amount

Within the framework of the Call, funding applications with a budget (subsidized budget) from €20,000 to €150,000 are supported. The percentage of Public Funding amounts to 70% of the subsidized budget of the funding application.

Terms and Conditions

The action encourages investment plans that aim at the utilization and development of modern technologies, modern and innovative processes and means in the production process, the upgrading of the produced products and/or provided services and their overall activities, including actions that utilize modern technologies, infrastructure, and best practices in matters of energy upgrading. Each investment plan must include expenses related to subcategories characterized as expenses that contribute to Environmental Protection and Energy Saving, at a rate of at least 30%.

Emphasis will be given to the priority sectors of the National Smart Specialization Strategy.

The percentage of 7% indirect costs on the finally certified direct costs must be adhered to.

The enterprises that will be subsidized are required to proceed with an increase in employment during the implementation of the investment, resulting in an increase in Full-Time Equivalent (FTE) units by at least half (0.5) a unit, and to maintain this increase for at least one year after the completion of the investment.
The investment plan must not concern the establishment or increase in capacity of tourist accommodations of all types.
Through the action, the aim is to address the challenges of globalization and the post-lignite era for very small and small enterprises on small islands and to improve their position in the domestic and international market, with the ultimate goal of securing existing jobs and creating new ones.
The Action will be implemented in accordance with EU Regulation 2023/2831 of December 13, 2023 (OJ EL L 15.12.2023) regarding the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid.

It is noted that for the evaluation of funding applications, comparative evaluation will be applied.

New and Under-Establishment small and very small enterprises that will implement an investment plan related to at least one of the eligible activities.

A) Equipment, Transport Means, and Instruments Expenses

Production and Mechanical Equipment, Automation Systems and Specialized IT Systems, Digital Office Equipment, Other Enterprise Equipment, Equipment for Environmental Protection and Energy Saving, Circular Economy Equipment, Equipment for the Installation of Photovoltaic Stations and Storage Systems for Electricity Production to Meet Own Needs (Self-Production), Electric Transport Means.

B) Expenses for Buildings, Installations, and Surrounding Areas

Building Interventions for Environmental Protection, Energy Saving, Water Saving, and Waste Treatment, Buildings, Installations, and Surrounding Areas.

C) Service Provision Expenses

Consulting Support for Monitoring the Implementation of the Investment Plan, Certification and Compliance of Products with National, Harmonized, and Optional Standards of European Countries or Countries Outside the EU, Certification of Services and Processes According to National, Harmonized, and Other European and International Standards, Promotion and Extroversion Expenses, Participation in Trade Fairs, Technical Studies Necessarily Linked to the Investment Plan Expenses.

D) Indirect Expenses

Indirect Expenses (7% of the eligible direct expenses of the investment plan).
